The Virginia Department of Health put the annual infant mortality rate at 7.2 for 2005 to 2009. During the same time, however, Charlottesville’s rate was 43 percent higher than the state average. In 2009 alone, the city’s infant mortality rate was 8.8 deaths per 1,000 live births—more than 25 percent above the state average.
