All those home builders banking on selling houses to new National Ground Intelligence Center (NGIC) employees may be in for a rude awakening. An estimate from the Charlottesville Area Association of Realtors (CAAR) is that only 30 to 40 percent of employees will relocate, the rest not wishing to unsettle spouses and children.

Since NGIC’s expansion was announced several years ago, projects like North Pointe and Hollymead have gotten underway with some expectation of capitalizing on the people filling the 800 to 900 relocated positions.

But Dave Phillips, CAAR’s CEO, and Director of Publications Chris Allerton went with a delegation of local officials to a Northern Virginia forum for employees who may be relocated. In the most recent CAAR newsletter, Phillips and Allerton report that most positions won’t be moved to Charlottesville until the middle of 2010 and rentals seem as important as buying to employees.

“There will be an effect on the local real estate market, but probably NOT 900 new home owners,” said the newsletter. “Many expressed an interest in renting in the Charlottesville area and continuing to maintain their home in northern Virginia.”


Dave Phillips, CEO of CAAR, returned from NoVa with disappointing news for local home builders.

One point of clarification - Hollymead has been in existence for 20+ years.

The Hollymead Town Center, while seeking to take advantage of the impending influx, will likely benefit from renters as much as homeowner.

Thanks goodness! Each new schoolchild in Albemarle represents a huge tax liability for the taxpayers already here, an average $7,500 more for each child beyond what could be collected in real estate taxes for each new home.

It would be much less expensive to subsidize a bus service to get all the employees back and forth to Fairfax County every week rather than have them move here. Let's keep them happy, right where they are, and keep the lid on our taxes.

School districts receive federal money, called "impact aid" to help educate federally connected children, including the children of members of the uniformed services and children whose parents work on Federal Property. In general, to be eligible for assistance a local school district must educate at least 400 such children in average daily attendance, or the federally connected children must make up at least 3 percent of the school district's total average daily attendance. Heavily Impacted Districts that enroll certain percentages of federally connected children and meet other specific statutory criteria, receive increased formula payments under Section 8003(b)(2).

I really doubt the people from northern virginia would be head over heels to want to buy a home in c-ville. I would agree in saying most would rent a house here but keep their house in northern va. Also they would be more inclined to keep the home in northern va until the housing market gets better and they can sell for millions.

Thanksgiving is still a couple months away, but I'd like to say today that I am thankful for a) not owning or trying to sell a home right now b)not needing to worry about children of my own c) not working for the NGIC d) what are taxes??

Another point of clarification ...

NGIC is NOT expanding due to BRAC. NGIC works for INSCOM, (US Army). The Defense Intelligence Agency, that works for the Department of Defense is having a transfer of forces to NGIC's campus, where the JUIAF will be built.

This isn't the first article that I've read that indicates NGIC is expanding ... it's not true. In fact, due to the number of DIA employees that may choose to not transfer to C-ville ... NGIC may be losing a lot of billets, because more folks will be trying to transfer to DIA.
